the labels are required to be attached to repaired rolling stock, or material assigned for scrap.

in both cases they must be water resistant as they are for use outdoors and tear resistant as they are need to remain with the product at all times.

the labels were supplied on 130gsm silk vinyl stock, both water resistant and completely tear resistant, with drilled holes for attaching via string and elastic bands.
